Definitions differ between countries
Arrivals in one country are not always arrivals in another. How to compare fairly.
Guide
Offices count different things. Some count arrivals at the border, others guests checking in at accommodation, and the set of establishments counted varies. We never blend definitions: each series says what it counts in /v1/series/{id}/metadata, and /v1/compare notes the definition for each country beside its figures.
For like-for-like comparison across Europe, compare nights in tourist accommodation, which most offices publish on one shared definition.
