What each government says

Its level on one scale, its own wording, and a summary of its advice written from its own text

Japan13 in parts
Level 1 for the whole country: take sufficient care; level 3 or 4 for named regions: do not travel, or evacuate

Avoid travel to specified areas in Huanuco, Huancavelica, Ayacucho, Cusco and Loreto. Avoid unnecessary travel to the Colombia and Brazil border zone and the Condor Mountains on the Ecuador border. Emergency declarations cover Lima, Callao, some mountain and border areas, and parts of La Libertad. Elsewhere, take sufficient care, as protests can close roads, airports and Machu Picchu trains, while armed robberies, pickpocketing and theft are frequent at tourist sites.

Colour code yellow: pay attention, there are safety risks; red (do not travel) for named regions

Do not travel to the VRAEM valleys, where cartels and terrorist groups attack and clash with military forces; the Mazamari airport-Satipo road remains yellow. Travel only if essential to the Colombian border area, especially the Putumayo River, and the Huallaga River area because drug and armed groups are active. Elsewhere, beware street crime, demonstrations and floods or landslides near Arequipa, Cusco and Machu Picchu; Lima and Callao face an emergency.

Level 2: exercise increased caution; do not travel to named regions

Exercise increased caution in Peru due to crime, unrest, kidnapping and terrorism, and do not travel to the Colombia-Peru border, VRAEM or named cities. Petty theft, violent crime, kidnappings and robberies occur, while demonstrations disrupt transport. Avoid ayahuasca, kambo and coca products because of serious illness, death, assault, injury and robbery risks. U.S. employees need special authorization for the border, VRAEM and boundary cities, and face nighttime driving restrictions.

Belgium03 in parts
No advice against travel; advises against all travel for named regions

Exercise caution when travelling to Peru because crime is high and social conflicts or strikes may occur suddenly. Avoid all travel to the VRAEM area, the Huallaga River valley in Huanuco, and the Putumayo River border area. Heavy El Niño rainfall may cause flooding, torrential rain and mudflows, while emergency rules in Lima, Callao, Pisco, La Libertad and Tumbes restrict rights and gatherings; follow local instructions and avoid demonstrations.

Be extra careful; avoid all non-essential travel for named regions

Be extra careful in Peru because crime, demonstrations, terrorism, kidnappings, natural disasters and dangerous traffic are risks. Avoid all non-essential travel to the Colombia border, especially the Putumayo River area, and the Apurimac, Ene and Mantaro valleys, due to drug-related violent crime and clashes between armed groups and security forces. Also avoid non-essential travel to the Ecuador border because of landmines and a very high security risk.

Avoid all but essential travel to parts

Avoid all but essential travel to parts of Peru. British citizens need a passport expiring at least six months after arrival, and travel for tourism or short visits is normally visa free. Land entrants must obtain an entry stamp, otherwise they may need an exit or expulsion order and face entry bans, while overstaying can lead to fines and detention. Connections through Lima airport require an airport use fee.

Security level 2: security risk

Exercise caution when travelling to Peru because of security risks and violent protests. Monitor developments, avoid demonstrations, crowds and slums, and beware of theft, robbery and kidnapping, especially at night in Lima, Cusco, Trujillo, Arequipa, Puno and Huaraz. Heavy rain may disrupt Pacific coast roads and cause flash floods in mountain and canyon regions, while emergency measures apply in Lima, Callao and elsewhere. Women face particular risks of sexual assault.

Canada1High caution
Exercise a high degree of caution; regional advisory

Exercise a high degree of caution in Peru due to crime, conflicts and strikes. Avoid all travel to VRAEM due to terrorism, drug trafficking and limited law enforcement. Avoid non-essential travel to the Upper Huallaga River Valley due to terrorism, and within 20 km of Colombia's border due to organized crime. Avoid non-essential travel within 20 km of Ecuador's border due to landmines, except for Tumbes crossing and Panamerican Highway.

Not on the list; hu class

Exercise caution throughout Peru because El Niño rainfall may cause floods, landslides and transport disruption. Avoid demonstrations, which can escalate, and use extra care where crime is increasing or emergency measures apply. Yellow fever is rising, especially in Amazonas, Huánuco and San Martín, and vaccination is recommended for Machu Picchu; take particular care around Puno, Cusco, Arequipa and central Lima.

High degree of caution

Exercise a high degree of caution because crime, including armed robbery and sexual assault, is common in Lima, Cusco and Arequipa; avoid going alone after dark. Avoid all travel to the Peru-Colombia border and consider Southern Highlands travel because they may harbour Shining Path sympathisers. Use only official crossings near the Peru-Ecuador border because of landmines; states of emergency, protests and roadblocks may disrupt transport, so avoid demonstrations and blockades.

Singapore1High caution
Exercise caution, remain vigilant

Exercise high caution in Peru because heavy rainfall linked to El Niño has triggered a state of emergency in parts of the country, with flooding, landslides, road closures and possible disruption to essential services. Avoid flood- and landslide-affected areas, monitor forecasts and news, check travel disruptions and follow local authorities. Also guard against street crime and scams, be aware of severe penalties for drug offences, and seek health advice about yellow fever.

Travel with increased caution because protests, demonstrations and roadblocks occur throughout Peru and may turn violent or disrupt transport. Avoid protest areas, large gatherings and roadblocks, and note particular sensitivity around Puno, Lake Titicaca, Ayacucho and Cusco, including blocked routes to Bolivia. In Lima, Cusco and Arequipa, guard against armed robbery, theft and fake taxis. Take extra care at Paracas and Chan Chan and use licensed excursion providers.
