What each government says

Its level on one scale, its own wording, and a summary of its advice written from its own text

Canada1High caution
Exercise normal security precautions; regional advisory

Take normal security precautions in Serbia, but exercise a high degree of caution within 10 km of the Kosovo border because of political tensions, possible civil unrest and landmines. Be alert to petty crime, fraud, terrorism, demonstrations that can turn violent, harassment of 2SLGBTQI+ people and soccer violence, particularly Partizan versus Red Star matches. State Road 22 toward Montenegro is dangerous, and delays caused by migrants may occur at the North Macedonia border.

Czechia1High caution
Cz level 1

Exercise increased caution when travelling to Serbia because long-running anti-government protests can involve violent clashes, mobile blockades and irregular gatherings, mainly in city centres. Parliamentary elections may bring large demonstrations, particularly in large cities, along with road closures and movement restrictions. Avoid gatherings and keep informed of current events, as violence after the election cannot be ruled out.

United States1High caution
Level 2: exercise increased caution

Exercise increased caution in Serbia because crime can occur anywhere and police may take longer to respond. Organized crime and violence associated with high-profile sporting events are common, while petty crime, including purse snatching and pickpocketing, is common in popular tourist locations.

Hungary rates Serbia low risk, but advises extra caution at the Kosovo border, especially North Kosovo. Avoid mass events and demonstrations in Belgrade because of elevated terror risk, violence, police clashes and closures near the Israeli embassy, government buildings, media centres and transport hubs. Pickpocketing occurs in Belgrade, including Kalemegdan and Stari Grad. Check documents before departure, and avoid motorway rest stops between Belgrade and Niš, where organised groups operate.

Security level 1: good security

Exercise normal precautions in Serbia, where the security standard is good. Car theft, distraction theft and pickpocketing are risks, and robberies can occur at motorway parking areas, rest stops and petrol stations, so avoid large crowds. Hospitals and hygiene may be below European standards, particularly in southern Serbia. Travellers may exit Kosovo for Serbia only if they previously entered Kosovo through Serbia.

No advice against travel

Travel to Serbia can generally be undertaken safely as long as usual precautions are followed. Regular demonstrations occur, particularly in larger cities such as Belgrade and Novi Sad, and can escalate into violence. Avoid gatherings, follow local media coverage and respect local authorities' instructions.

Be aware

Exercise normal precautions in Serbia, remain alert to suspicious activity, and use authorised taxis rather than unsolicited offers. Pickpocketing and robbery are most common in larger cities such as Belgrade. Landmines and unexploded bombs remain a danger in former war areas, especially the mountains north and east of Kosovo, so stay on established roads. Terror attacks can occur without warning; prepare for earthquakes, wildfires, floods, demonstrations and dangerous traffic.

Ee level 0

Take normal precautions when travelling to Serbia. Check conditions at your chosen destination because widespread forest and landscape fires often occur in summer, while heavy rain can create a risk of flooding. Carry a valid Estonian driving licence. Estonian citizens may stay visa free for up to 90 days within a half year using a valid passport or ID card, but Serbia may change entry conditions without prompt notice.

Normal precautions

Exercise normal precautions in Serbia, remain alert to tension near the Kosovo border, and avoid demonstrations in Belgrade that may become violent without warning. In the Presevo and Bujanovac districts of South Serbia, stay on main routes because mines and unexploded ordnance remain. Guard against street crime in larger cities, avoid photographing military or police personnel or installations, and note that terrorism risk is low but indiscriminate attacks remain possible.

Colour code green: no special risks

Take normal precautions, but avoid demonstrations, mass gatherings and crowded places because protests, especially in large cities, may block roads or become violent, and foreign citizens at social gatherings have faced arrest and deportation. Watch for pickpockets, avoid drugs, and prepare for discrimination or aggression if you are LGBTQ+. Do not photograph government buildings, military sites or police. Follow local instructions during fires or attacks, and carry travel insurance.

Use normal precautions, but use high caution in areas bordering Macedonia due to migration and areas bordering Kosovo due to political tension and unrest. Stay on main roads and obey signs because of unexploded landmines. Do not enter Serbia from Kosovo unless you travelled into Kosovo from Serbia. Beware of petty crime and card fraud, register with police, and seek advice on tick-borne encephalitis and measles, taking insect bite precautions.

Usual caution

Use usual precautions when travelling to Serbia, as no security reasons warrant avoiding the country. Avoid protests and gatherings, and use particular caution near the Kosovo border and the North Macedonia border because of political tensions and migration. Watch for pickpocketing in tourist areas, airports and public transport; stay on main roads in the southern districts of Bujanovac and Preševo because of landmines, and monitor West Nile virus warnings.

No warning

Use normal precautions in Serbia, and ensure your passport is valid for 90 days after departure. Visits without a visa for business or tourism are limited to 90 days within six months. Register with police within 24 hours and obtain an entry stamp. Travel between Serbia and Kosovo may be difficult, and entry from Kosovo can be refused without a Serbian stamp, so use recognised crossings and avoid street dealers.
